Elevation. I have been to Bolivia and the high desert around La Paz, as is La Paz, because of the 12,000 to 13,000 ft altitude. Even close to the equator it is cold. Go to the high desert in New Mexico in the winter, it is cold, about 4000 to 6000 ft.

Remember that the continent of Antarctica is technically a desert, the world's largest. We all know how cold it is down there.

Because they are so far away from the Equator.
The more you go North or South from the Equator, the colder it gets. That is why we have Siberia and the antarctica.
