Yes, India is growing very rapidly. This means that tax bases are increasing, as well as the government's ability to enforce tax collection. This should help India provide better help to the poor, which will make India even stronger.

It appears that you have missed a " 's" in your question. IE "Despite growth.....can't....poor"
If this is the case there are at least two factors involved. These are:
1) The income distribution - you have a great disparity in income distribution with a small percentage of the pop getting a large proportion of the income.
2) The other factor is that the population growth often outstrips the growth in national income.

You may find other factors byt these are the most important.
