It's normal. And no, don't mention it to your parents. No, he is not looking at you "that" way (that is disturbing). If you don't want to see it stiff...don't look. He need not wear something under his boxers. Perhaps you should be a little bit courteous and let him know when your down in the bathroom so he can relieve himself.
Stop staring...I imagine that bothers him that you might be thinking of him in "that" way!

You said you can't rat him out you need to be there for him. But by not saying anything You're not doing anything for him but encouraging it also.I understand I have a brother also and it's that bond that brothers & sisters have that you just don't rat each other out. But in this case as a brother, the right thing to do is let your dad know what's going on because in the long run it'll pay off because other wise he will never learn & think he can always get away with things. I know it's better said than done but realistically you're not doing anything for him by siding with him. This way you are doing the right thing as a brother & a son because you're in a sense teaching your brother a lesson & also helping your dad out. Maybe try to find a way to let your dad know and ask him to not tell your brother he found out from you

Rani you have put so many questions. First of all you stop looking at his 'stiff one' it is not good etiquette.
The 'stiff one' is not only in the morning, so many times it is in the night as well. It happens when ones bladder is full.This is the disadvantage with the males.
No you need not tell your mom/dad. They have gone through it themselves.
Don't tell him to wear anything under his boxers, rather tell him to wear a tent. :)> and lastly he is not looking at you 'that' way, it is in your 'dreams' :)>

what a sexy question it also turned me stiff. ooh baby dont worry. he is totally normal anf fine. all boys have this on morning. infac ti have this all the time whether it is morning or evening. why it is stiff its jsut naturaal. but its not due to dream its just his thoughts or eeven with no thought he can be stiff.

not only do all teenaged boys have this problem; I'm pretty sure every man ever has had this problem for his whole life.
Your parasympathetic nervous system is constatnly working to keep you from gaining an erection by keeping blood from going down there. (controls your fight or flight reactions)
When you sleep; the sympathetic system takes over; and your heart rate and breathing slow down; and as the other system stops controlling the body; you get a hard on. (from your feed or breed reactions)
(those two systems might actually be backwards; I wrote it down today but can't be arsed to find it in my notes.)

morning erections are extremely normal for boys. every boy and man has it, its not because we are thinking naughty stuff in the morning,
in the morning it is cause by full urinary bladder, instead of blood filling up the vessels and causeing erection it is dont by the pressure created by the urinary bladder.
you should not tell ur mom and dad, and i am sure he isnt looking at u that way.

All guys get "woodys" in the morning. It's just what happens. Sometimes from dreams of naked babes. I don't think he's thinking of you ins a sexual way. If he were,he would let it "accidentally" pop out of his boxers for you to see or ask you to touch it. Just make sure you're not walking around naked or in bra and panties.

All men go through this.. Not all the times but yea. And yes they have to pee.
So let him be he's going through puberty even if he's way older it still happens.. happens to your dad you just probably don't see him. =)
