Which would you go to: a doctor who 'means well' and is nice but is grossly incompetent, or one who was cold and rude but very good at what he did?
Foolishness may be tolerable for things that aren't important, and in those things it may be okay to put up with it in exchange for a good heart. But when the stakes are high, all the good intentions in the world are not going to get things done except by sheer accident.
A good heart may make a good friend, but it cannot make a good hydroelectric power plant.

A good heart is better than foolishness... Fools have no place in the world. Foolishness is what destroyed empires and civilizations and this world will eventually break because of it... Although a good heart outweighs foolishness, having no heart without the foolishness is better... Heartless but rational and logical... It is with this that things go according to plan... Being driven by emotions is the same as being foolish... A fool always walks blindly; though his sight is not impaired. But the emotional whose mind is higher than the fool's will be destroyed by the blindness the emotions give him...

Yep.... because "bumbling foolishness" is an abstract concept and thus has no mass and no weight.
A heart, whether good or otherwise, is an actual object and thus has a mass and weight.... which is greater than none.

don't know what bumbling is but what i think is even if we do foolish things or are foolish, our character will always be more important than our deeds.
