Although the obvious answer is Great Britain, I would actually say France - the reason being that (especially in England) the class system effectively hamstrung any real democracy that was taking place.

Great Britain (not England - that is only part of the country) The French system was extremely unstable and Governments were regularly changing. This didn't really change until the era of De Gaulle in the 1960s when he radically overhauled the French constitution. The almost totalitarian way the French Government behaved at the end of the 19th C is epitomised in the Dreyfus affair (there is a brief account at http://www.dreyfuscase.com/html/dreyfus_affair.html which details the many political problems this unleashed)

I'd say England, simply because it was the oldest system of free thought, even older than the American system. They were the first with the Magna Carta and Habeus Corpus, etc.
And in the 19th Century they were the greatest empire in the world.
