Inform the teacher of her problem with math. She may know someone that can tutor her, or possibly keep her after school to assist her in a way that she will understand. Many people will tutor for no fee. I know this because I tutor my daughters friends and charge them nothing. The most important thing is to communicate with the teacher and let her know of the problems she is having and ask her for suggestions, or if she has office time or after school time that she can assist her with it.

Being that it is 4th grade I would talk to the teacher and see if she couldn't help him after school. There are several websites that offer homework help for free and they are pretty good at it. Try them out if the teacher won't help or you don't know of anyone that could help him to understand it. Math is a lot different now than it was 15 years ago. They keep changing it.

I got a book for my daughter called Teach your Children Tables, it has helped my daughter heaps as I too am hopeless at Maths and couldn't assist her.
Some schools offer learning assistance programs which may help and should be free.

you don't really learn much in the 4th grade besides multiplication and division. it's really easy. just look it up on the internet, and it's almost always there. also, my library offers a free online tutoring program. try that, it's good

Get a volunteer who can teach your kid for free. For example, you can try http://www.tuitionplaza.com/tutoring/ - tutoring by retired teachers and volunteers (free)
