I allow my students to have a bottle of water and do allow them to eat a granola bar, or something else that is not messy. I allow this as long as all students pick up after themselves. If the eating starts to become a distraction (i.e. they are concentrating more on eating rather than the task on hand) or they are not picking up their trash the class will not be allow to have food anymore in class. So far it has seemed to work.

I'm not a teacher but my wife is. If someone did that, I'd tell them to stop. There are designated times for breaks. It's disrespectful and they obviously wouldn't be paying attention if they were eating. It would either be a deliberate show of disrespect or perhaps they didn't know any better ( unlikely) but either way, it would not be on!
