Don't wright a letter. Talk to him or her in person. Tell them you had thought you had earned a better raise and would like to know what you can do to become more valuable.

Just write due to the economy I am struggling to make due with the salary provided if there is something I could possibly do to increase my wage I am willing to do so and then add examples increase in daycare, student loans, etc. Not that this is your boss's problem but maybe he would be willing to give you an increase if you took on some extra assignments. Also let him know that you are not being ungrateful but you need more of an increase due to cost of living expenses. Good luck all he can do is say no.
