It is done in a darkroom, the same as procucing a photographic print.
The difference is that each color is separated, halftoned and a different screen is produced for each color.
An image is projected onto a screen, coated with a photo emulsion. It is developed, stopped and washed, the same as a print, and the positive parts of the image are taken out with a solvent.
When ready, one screen is used to print one color. (In CMYK colors, it usually starts with yellow, then magenta, then cyan and, finally, black) Registrations marks are, then lined up and the next color is done, then the next, and so on.
