It's usually the class president. But if something happens to the president, it usually is started by the next person in position. Or by someone who graduated from the class that really takes the time to get everything organized.

Basically all of the answers above me are correct, I went o my reunion in august and it was just two chicks that headed it up. I don't know why the class president didn't do it.

Before we left school a commitee was formed for that purpose, however in our case that group fell out about 20 years ago. Large class was around 750 grads.

Generally it was the person who was class president but it can be anyone or any group that has access to the names and addresses and is willing to do the work.
