You define this in the router -- typically listed under access control. Please note that MAC addresses can be easily spoofed so it is best to require another form of authentication for optimal security.

you can always specify mac bound connections in ur router .
but its difficult to map actually since mac addresses can be spoofed.
however u can use the RARP or reverse ARP for keeping track of mac to ip listings .
if 1 mac has more than 1 ip u can be sure someone is spoofing that particular mac address.
i donno if this facility is available in windows , but it surely is available in the linux kernel.
