Probably Vince Young, cause he can run. The last new team in the league, Houston, had David Carr but he couldn't move or had a terrible line in front of him and he got mauled week after week.
So you'd need somebody that is mobile, because the supporting cast may not be that great.
Cutler would be a close second for me, he can move too just not as well and has a better arm.

Jay Cutler. He can throw the ball and make it go where he wants to. Vince Young: Couldn't hit the broad side of a barn with a football if he were 5 yards away from it. Jay Cutler: Pro Bowler, instant starter for almost any team in the NFL. Vince Young: Half the talent and twice as overrated as Michael "I don't wanna play running back even though thats all I am" Vick, and currently riding the pine pony behind uhm....Kerry Collins? Jay Cutler: Best quarterback of the 2006 class. Kinda funny, noone even remembers that Matt Lienart was part of this group as well, but uhm....I don't think half the Arizona Cardinals remember he is on the roster there anyway, so it doesn't matter much. Another overrated USC QB....

All I can tell you is Vince Young is a joke and Leinhart is very close to a joke. Young won't play for more than the next two years as a starter. Mainly because he sucks and won't be able to beat the Colts. That is the goal of the AFC South. Cutler is going to be special in the next couple years. Especially with a healthy team and good receivers.

Vince Young. He might not be the sharpest tool in the shed, but what I like about him is he's a competitor. He truly likes that game of football, and you can tell that when he's playing. It's more than a job to him. Plus, the other two have only average mobility, I'm not for 1,000 yard Qb rushers, but a QB that can scramble and make plays is very important. His passing has dropped off a little this year, but I think as he gets more weapons later in his career, he'll be great. He did great with nothing last year, and I think he'll get it together and at least be a decent passer this year as well.

I would have to go with Vince Young. He can make plays with his feet and arm. He does what he can to make plays and has done a good job in his young career. Jay Cutler is good as well, but I like Vince a little more. Matt has not really shown me anything yet. Except that he can get sacked and throw int's. He has a few good moments but not many.

Leinart if he wasnt such a woman, Cutler for poise, and vince young for running....Leinart showed a lot of promise, but I think personal problems (pregnancy) really screwed him up.
so yea, I'd go with Cutler. I think Young is overrated like Vick. He can run all over the field, but lacks the passing attack.

defintely not Leinart. Young even though his numbers are bad sometimes, he still wins. if you want that prototypical NFL qb take Cutler and let him mature a bit.
prolly Cutler because with Vince you'll need to work on his throwing alot. but he hasnt had good recievers around him yet so i dunno.
i would take Vince. with his running and if you get a coordinator to make plays around his abilities i think he would make a great NFL qb.

Tough choice. As nasty as Vince Young's numbers are for fantasy value, I think I'd take him. He's exciting and draws a crowd so that'll bring in money. He also seems to find ways to win and that's even better. I would definitely work on his passing game. Nothing Cutler or Leinart does seperates the 2 of them. Sometimes they're decent and the rest of the time they suck. Same as Young, but he'll run for 50 yards after breaking out of a sack and excite the crowd. Possibly for a game-winner.

If your gonna lose, might as well go with the guy who has lost throughout his career Jay Cutler. He was a loser in college and thus far has proved that in the pros also. Might as well go with him because you aren't going to win for about 5 years anyway, by then you should be able to draft a good QB.
