Here's the story, one day in my junior I had so much work, and II stole a test from a teacher. I was suspended for three days. I now regret so much and have never made mistake like this from that point on. This will appear on my transcript, and is there any way for me to compensate for this in my college application? I understand that my chance of going to a good college is now lower, but is there anything I can do to bring my hope back up? By the way, I have a 2100 SAT and a 3.7/4.0 GPA, I am aiming for Penn State and Syracuse.

Don't worry. It won't show up on your transcript. I know a person who got suspended twice for plagiarism. He still got into his choice of college, a UC. Seems like you have a good GPA and SAT, good luck!

It will be in your file at school, but I've never heard of something like that being on a transcript. Generally transcripts are lists of courses and grades. I don't think it will have any effect.

Its not on your tanscript at all. The only things on your transcript are your grades from each class from all years and test scores. That is the only thing colleges look at. If you're worried, go to the guidance office in your school and ask for all materials needed for you to apply for school, they have to give to you.
