He had to deal with Federalists and Anti-Federalist who had no idea how the Constitution had to be interpreted and what powers the national government had.

He basically had to invent the executive branch, as the Constitution mentioned nothing about the current Cabinet positions and various departments of the government. It only mentioned the President and Vice-President.
