Manifestly not, why should he? Nothing in his past careers as a Navy man or a Politician have ever required any understanding or awareness of the world beyond U.S. borders. The U.S. has created an environment where education and intellectual achievement are considered bad things, hence the fact that Obama having been a University Teacher is considered a liability, McCain being at the bottom of his class is a plus, and using proper English is considered talking down to people. One of the selling points of the Bush campaign was that he was no smarter or more educated than anyone else, and McCain knows that, so showing ignorance about world affairs makes him look good to the voters, that is why his numbers are climbing compared to Obama's.
