If so can they run at the same time?

Yes, but they couldn't be located in the same folder. But two .exe files could exist in different folders, and could be two completely different programs that were made by two different companies - but they just happen to have been named the same filename.

Yes, given that Program A is a completely different stuff compare to B other than they happen to have main.exe as their name.

But as far as running copies, they would not work unless they are already programmed to be running in copies.

In other words, file name of the .exe is of no relation.

It depends on your operating system. Windows, Linux, Macintrash all allow you to execute as many copies of an exe/bin/etc file as you want regardless of it's name. Some programs check to see if they're already loaded and in that case you can't without modifying them. In general, it doesn't matter.

yes, as long as they are in different directories... Its the full path name that can not be the same

yes but not from same root / folder. Eg: c:\hello.exe and d:\hello.exe can be executed simultaneously.
