DSL allows regular phone calls at same time you are hooked to DSL Internet connection.

Your DSL service provider supplies "filters" that separate the audio and FAX lines in the house from the line connected to the DSL Internet.

You can use VoIP over the DSL Internet connection for long distance calling. And, you can use your regular telephone to make local phone calls over the telephone line at same time VoIP calls are being made over the DSL Internet connection.

DSL = Digital Subscriber Line
DSL is a form of broadband (high speed)
Most DSL providers will require that you subscribe to telephone service, however some (ie. Qwest) will allow you to subscribe only to DSL Internet service if you choose.
DSL is typically more useful for sending applications (faxing, voip, etc.) as you tend to get a higher upload rate than cable providers provide.

DSL is just Internet transport, however, it runs on the same copper as your phone service and is usually only sold with local phone service. With the right software, you should be able to make PC to PC calls, but not PC to POTS phones. For that you'll need to use the regular phone line that came with your DSL.
