I want to make a webpage for any type of picture.

sign up at any free web hosting site . upload it. or use photobucket.com to upload images and just use the img link as the web page.the image link will be provided once you upload the img.

How can I draw a picture on a piece of paper --> Well you just take a paper and a pencil and just start moving the pencil on the paper in the direction you want to draw. :D
Seriously, go to freewebs or yahoopages (i think it was called geocities before) and just upload your pics there. Well if you can READ then i guess you will be fine.
Wanna go professional then my suggestion go professional.

If its for your personal drawings you can get free websites by googling online for "free webhosting"
If you want to market the site to others who have pictures they want to post you need to find paid web hosting and then hire someone to setup the website for you. It's not very expensive either way.
