It's quite basic biology...women need bigger hips so that they can bear children, and give birth.
Weight normally falls around the hip and thigh area for women.

It is nature's way of making them ready for child bearing. As what female puberty says, their hips becomes noticeably wider. Just like as how their breasts become larger, menstruation starts, libido rages --> Because they are about to bear a child.
