PCTools products do get good reviews. The good thing is they have free versions of their products. They work great. Spyware Doctor from the Google pack is a must. I highly recommend it. I bought Webroots Spysweeper and spyware doctor finds stuff spysweeper does not. Having both is a perfect combo and I recommend running two anti-spyware products.

Regardless of your claims of running the proper scans on your computer.. you are clearly infected with some sort of malware AND have your computer misconfigured.
Given this, I would suggest you consult a reliable and qualified technician before you further mess up the settings and really do some harm.
I would suggest that if you have more than one antivirus installed on your computer that they are conflicting and will cause neither to work right.. also you really need to have a security suite installed from a reliable vendor that is properly configured and completely up to date. or you are simply not protected. You can run a web based scan to double check that your security suite is giving you the correct info from http://housecall65.trendmicro.com which will attempt to scan and hopefully remove malware.
Make sure IE's pop-up blocker is enabled Tools >> Pop-up Blocker >> turn it on
Also, as to the "zones" I would suggest you go back into the Tools >> Internet Options >> Security tab >> and reset the zones back to the default
If you continue to have pop-ups raging on then clearly you are infected with something and your way of doing things is not working.

No one product is foolproof so you may want to download, check for updates and run these in Safe Mode should you prefer. To get to Safe Mode, reboot your computer and hold down the F8 key while it is starting up. A screen will appear after a few seconds where you can choose Safe Mode. To exit Safe Mode all you have to do is reboot. You should also re-run your antivirus product while in safe mode.

It seems confusing. If you have added those restricted sites, why you add them again with different #.
Possibly your machine is OK.
If you want to stop pop-up in your browser, do config. it to disable pop-up, instead of using firewall.
