We'll use kinematics to solve this one.

For the first, use the equation

2 a d = V^2 - V0^2

a acceleration is 9.8 m/s^2
d distance is 10.4 m
VO is zero (the diver starts from rest)
solve for V

For the second, use the same equation. This time,
VO = the V you got above
V = 0 (final velocity is zero)
d = 2.0 m
solve for acceleration a

Then use Newton's 2nd Law F = ma to find the force.
