when somethin says 8 1/2 by 14 does that mean 8 1/2 is da length or width??

8 1/2 in this case I think is the length because it is usually mentioned as length x width

if you're referring to the coupon bond size, 8 1/2 is the width while 14 is the height. So the smaller value is usually the width (even though you're not referring to paper sizes)

Length, I believe. Things are always said length X width.
