I want to do a bit of testing with small quantities of some HE, but I don't want to go to jail or have the SWAT teams bust down my door...


Is it illegal to have high explosives?

Depends on your State, but in most States possesion of HE - even in small quantities - requires a license and/or permit.

To Hensley... most mining is done with low explosives.

you would need a class four (I think any way) license from the ATF. Most gun dealers and smiths have a class three license. Then you would need a huge number of permits from local state and federal government to use the stuff.

Unless you are one of those Mythbuster types, you probably can't do this. The license is expensive and is normally given only to law enforcement and for mining operations.

You can get permits for them but you would need to provide a good reson for needing to purchase them, I want to see what they can do probably won't cut it.
