Bleach will certainly prevent bacteria, but it will also burn the fish's gills until they are completely useless. Never put bleach into your aquarium, or allow it in contact with your fish. Really, you need bacteria in your filter to break down ammonia, nitrite, and nitrate from waste, so killing it all would cause huge issues with water quality. If you are trying to treat a sick fish, use methylene blue or any antibacterial fish medication. Contact me if you have any questions.

The betta will not attack ur hand while u planting the plant even if he does it wont hurt u but he wont attack ur hand u wont hurt him as long as u dont touch him to much but he will go to the oppisite side of the tank when u put ur hand in also make sure u wash ur hands before puting them in the tank at all times just never use soap on ur hands if u r puting ur hand in the tank also the plant probably wont bother him but make him feel less stressed and the plant wont die also a heads up feed the betta every other day once or twice because it is easy to overfeed a betta trust me i have four all in seperate tanks because they r really aggresive towards each other and one of mine died because i overfed him by accident but yaa u could put a plant in there.

Yeah... if you want it to die! You have a brain, that is common sense. would you drink bleach water? Of course not so the fish won't live in it either! :)

That was a pathetic question. Anyone in their own mind knows exactly what would happen. Wash yourself in bleach and see what that does to you.
