Yes, he can obtain a copy as it was his father. Call the executor of the will and ask for a copy. If they won't give one hire an attorney. It is his legal right to have a copy.

Your court house should have a register of wills. When people die and there is a will, it is put on file with the register of wills. Call them up and ask if there is a will on file for your father-in-law. If you want a copy, you may have to pay for it. You could also check to see if it is on line. If his father has died then the will was presented for probate the it is public record. He can go to the courthouse where his father's will would have been executed and look through the records.
