It could be the normal coloration. Some goldfish develop reddish-orange spots, and red-capped orandas (see photo: http://www.bristol-aquarists.org.uk/goldfish/oranda/redcap_oranda2.jpg ) always have a red "bubbly" head called a wen.
The wen doesn't develop until the fish are a few months old, so if yours is small, that's what it may become. Even if it's not a red cap, there may have been one among its ancestors and it got the gene for the red on its head.
If your fish is older, or this is something that came on suddenly, watch to see if your fish is scratching its head against objects in the tank - this could mean a parasite problem. If he may have bumped it accidentally, or another fish might be picking on him, be sure to keep the water clean and keep an eye on the head area so a fungal infection doesn't develop.

The cure of wen rot is really very simple actually. Keep water condition perfect. Change 50~80% of the hospitial tank every other day. (Note that your hospitial tank should be relatively sized, in relation to your fish. eg a 3" body only goldfish, should at least stay in a 1 foot plus guppy tank filled to 90% full with a air stone.) I use Interpet 9 ( Anti-Internal Bacterial ) but I guess you could use any good Anti Bacterial medication. I dose 1.5 times recommended dosage (explain this other time) and add 0.2~0.3% of salt. If the lesion is small, the treatment will take a week or more before the wound disappear. If the lesion is big, it take longer to stop it's deterioation and a longer time for the wen to recover usually partially ( my took 1 month plus ), if the wound is really big ( I have not experience it personnally ) the wen will not close back and it will leave an ugly scar on the wen even when the disease is cured.
Trying to cure wen rot is tidious because of the need to keep very good water parameter. A slip up in the water change procedure and the wound will turn bad again. And things will head south very fast.

each and every time i had a fish death as a newborn, we consistently sprinkled salt over it. I wasn't particular why, till i examine the object under. the object under stated it particularly is "ick". (?) It additionally sd. that if the tank is new, it takes time to regulate. including chemical compounds to the water could reason greater inflammation (which possibly is the colour chg. reason???haha?) they additionally counseled the salt to kill the "ick", and if the tanks new... to alter the water as quickly as a week. PetCo could additionally do water chemical exams for you....( yet of course nitrate ranges are substantial. ) sounds like the attempt may well be proportional to the value of the fish. ;) good luck!

I had the same problem with my Goldfish. I put aquaruim salt in the water and presto back to normal within 3 days.

It might be normal, but it could also be a bacterial infection. If it looks more like a sore than just coloration, you might need antibiotics.
