but making the site HTML only make it static to use input (i mean just displaying data)
u can use HTML & javascript to make it look very good (but also it hasn't become fully dynamic)
also you may use a server scripting language like ASP.NET or PHP(you can use it to make fully dynamic websites and a database access if u want)
Note: Javascript can make database access In XML but it needs some coding
