The easiest way is to go to www.geocities.com and do it from there. You don't have to have any web programming knowledge and its absolutly free. The only catch is that you don't have your own domain free to you. Your website will start with www.geocities.com/
Not a big deal but just wanted to honest with you on that last part. Whole thing is pretty easy to set up, and it never costs a cent.

You can make the site, NO Problem.
You need to purchase a Domain Name.
You need to purchase A Web Hosting Service.
I suggest you use Yahoo,s Geocities and you get everything you need.
