First off is the car overheating at all? If not then your fan are fine. The way to test it is if you wait several minutes even an hour to when the engine's temp reaches a certain degree then your fan should kick in. If your overheating and the fan is not kicking on then yes there may be something wrong with the fan.

If they come on when you put the air on, they are working
the car has to idel for a long time for the heat sensors to start them up. watch your temperature gauge if it shows normal there is no problem, coming on when you put the air is normal

they only come on when your cars engine reaches a certain temp. If they ran all the time your engine would stay cool. Then your heater wouldn't work.

it could be a fan relay thermostat fan motor check for short circuit it could also be that you do not need the fans also check the fan fuse

theyre thermal fans theres nothing wrong with them. youre ok.
if you dont believe me, have the flux capacitor checked, a correct read should be about 1.21 gigawatts.

check fuses- then check fan relay
