Obviously since you put Diplomats in all caps, I guess you think they should.
I happen to think that the people trained by the military should be carrying out military operations.
Besides, about 1 out of 4 members of Congress served in the Military at some point already.
http://www.oxfordpress.com/news/content/shared/news/stories/2006/11/CONGRESS_DRAFT21_COX_W9723.html
Our Diplomants were elected to run the country and decide on laws and policies. They weren't elected to fight.
And last, our military is all volunteer. They decided that they wanted to go into the military.
You think that it is unfair that the diplomats decide when our Military men and women have to go to war, but that is the way it was arranged by our founding fathers.
Every other western country has similar designations.
It is our Diplomats' job to create policy, and it is our Military's job to fight.
Anything else would be obtuse.

It is war time in Iraq, especially U.S. Airforce decided to put F15E back to sky. Hence, it is not a time to talk about peace.
Diplomat is much more on peace and anticipation on war. It is too late to talk about diplomat now but need to wait until the war ending.
For soldiers, if they die, they would receive honour. However, diplomats would receive nothing. Hence, it needs brave man or woman to go to Iraq to talk about peace.
Martin Luther said," curse on those who talk about peace but there is no peace; blessed are those who talk about cross but there is no cross."
However, can you talk about peace in Iraq but in fact there is no peace in Iraq?
