A circle has 360 degrees. 360 divided by 22.5 is 16. Just make a half circle and divide in two until you get to 22.5 degrees. That's half of a 45 degree angle which is half of a 90 degree angle.

make a straight line and construct a 30 degree angle on one side about the center of the line drawn the remainder will be 180-30=150 then bisect 150 degree that will give you 75 degrees

If you can set up a perpendicular and
