If suddenly loses its load and the mass were cut in HALF, what would be the car's momentum?

If the truck simply loses the load, it's momentum would be 1/2 the original momentum, or 16,921 kg∙m/s. If the load is pushed off in any direction, the truck's new momentum will be different.

momentum is velocity times mass, so if you cut the mass in half... the rest is up to you
