I've always used "are as follows" as in:

The objectives of the programme are as follows:
A
B
C

However, I just spotted someone using:

The charges for the dinner are as follow:
A
B
C

Could someone enlighten me with the correct grammar here? Thanks. It should always be "are as follows" right?

An EXCELLENT question! My instinctive response was "as follows;" but upon reflection the only construction that would admit that wording would be "The charges for the dinner are in accordance with the list which follows."
I have not been so disillusioned since I found out about Santa.

This might not help as it is not an answer, but could the S be left out if the noun referred to is a plural? Maybe it is reflective of "the dogs follow" or "the dog follows"?

It should definitely be "are as follows". The other was probably a typo.
