Les face it - the government benefits from the government, and those people whom the government needs to keep it in power benefit from the government.
Any government outside of the immediate power-relations it holds only needs something like 30-40% of the popular vote in order to either gain or retain power. As long as the government keeps that proportion of people happy it is likely to retain its power-base.
Those who have been critical of the question and asked who delivers education, health etc, should remember that this is a distributive government - it does not earn any money - any money is has is donated in taxes, and then redistributed to the population in the form of education and health care - this required an active work-force able to make a profit to give the government its taxes, and then another active set of people who perform the service (nurses, teachers etc).
We are entitled to vote for the government, and we have to give taxes to the government: therefore we are entitled to say 'do we benefit from this government' and if we do not feel we are beneftting when their manifesto said we would when we voted for them, we are entitled to air our feeling about it.
Excellent question, which I think more people should be asking.

Basically, any honest hard working person doesn`t benefit. They charge me £700 a year just to empty my Wheelie Bin.. and then they only do it once a fortnight and only if i push it just 2 yards into the road with the handles facing outwards and the lid closed.
