You can use wood glue. It color white. Btw how much thickness of sand you want on the surface? Here how to. Put the glue on surface of Styrofoam then just pour sand on the glued surface. Let it for 45 mnt, under the sun, than just clean it, you can use brush or just flip it over. It will stay. Remember!! If you use glue with latex basic, that glue liquid can make your Styrofoam damage. If you must use this kind of glue (latex basic) than put it on open air for a wile. You can test it on other Styrofoam. Hope I can help

Cover the styrofoam ball with glue ( lots ) and then roll it in the sand as you gently push down on it. Set it in a strainer to dry. Spray it with lots of hair spray after it dries.

Have you tried using white glue? The liquid form, not the paste glue, e.g. Elmers glue. I mean, it worked for us when we used it on one of our projects before. We simple coated the styro with lots of white glue and then coated it with sand! It really did it!

I'd try spraying it with hair spray. You might also try a clear coat of spray paint or spray adhesive. The spray adhesive may also be the best way to start, as it goes on fairly light, so you don't have problems with it running off.
