The equation for a line is y = mx + b. m is the slope of the line. In order for two lines to be parallel, m has to be the same in both equations.

Here you go:
Suppose if you have a line like y=3x + 4.
In the equation the number before the x is 3.
That number is the slope of the line.
The slope of a line is the rise over run. Meaning if you pick a point on a graph, and then go up 3 points then one point to the right, then you would be making a line with a slope of 3. Remember that slope of 3 is the same as 3/1 (since any number divided by 1 is itself, so we don't write the number 1 under 3)
Now parallel lines have the same slopes. But the y-intercept is not the same. For the above equation the y intercept is 4.
So, in conclusion a parallel line would have the same slope(3) , but no the same y-intercept(4)
Now, the parallel line is y=3x +5 . Remember the slope is same. and the y-intercept is any number other then 4. I just picked 5.

I guess you have a line (if not, make one). This we'll call A.
Then you should have a point outside this line, through which the new, parallel line will pass. (call it the outside point)
From here, it depends what tools you have.
If you have a "T" (device to make 90 degree angles), draw a line from that point, such that the drawn line (call it B) will cut A at 90 degrees. Then, using the T again, draw another line at 90 degrees from B at the outside point. This new line (C) will be parallel to A.

If you have a compass (also called 'divider', sometimes used to draw circles or measure distances on map), accurately measure the shortest distance from the outside point to line A.
Then, a little further down on A, put the dry end of the compass on A and draw a circle. Then, with a ruler, draw a line from the outside point so that this new line is just tangent to the circle (and it must not cross A). This new line is parallel to A.

if you draw a transversal, a line cutting both make sure the same side interior angles are supplementary, meaning equaling 180 degrees
