Just confront her about it. Don't act upset and don't come off like your accusing her. Just say, "Hey, I found this and was wondering if it was yours?" If she starts acting weird, then I think you should consider breaking up, and if not and she gives you an honest answer, just say "I am glad I cant trust that you will always be honest with me." And if she was lying, after you have said this I am sure she will feel guilty and tell you after a little while. Her bag, like her pocket book? Whoa, way off limits. If you decide to question her about it, be prepared to go on the defensive for snooping (even if it was an accident). Most girls are pretty protective of their bags. If you can let it go, then do. If it bothers you too much, then be completely honest with her about how you found the picture and why you're concerned. You can't expect to get an honest answer if you're not honest with her first.

First of all: you shouldnt have been snooping!
Second: it really depends how long you where away for. Days? Weeks? Months?
Third: How do you know its not just her friend? Cousin? or a picture of a guy she is setting her mate up with.
Dont jump to conclusions, if it was suspicious, she would have put more effort in to hiding it.

Well, in my case it would be my guy and I would find out what the picture was all about. It also depends on what the picture entails. Was the person nude or posed sexually or seductively? Don't jump to conclusions right away. It could be totally Innocent. If it's not. Dump the person.

I wouldn't be in her bag in the first place. Ya know what they say about eavesdroppers...? same situ.

would be OK if it is her father or brother. Any other guy, I might have a bit of a problem. Of course, If I trusted her, I would not be going through her bag looking for pictures. Who knows, she may start going through my wallet and find (heaven knows what).

What were you doing in her bag? If she asked you to get into it, then why would you be worried about a picture?
