yes, a smaller diameter will register as a higher MPH than actual, a larger diameter will register as a lower MPH than actual.

so, for larger, (example numbers only), the speedometer may register that you're doing 55mph, however, the reality is you may be doing 65mph

if the tyres are wider it will make the steering a little heavier and if you change the rolling diameter of the tyre it will throw out the accuracy of the speedo
