Yes and no. For the same job rank and level, no. But extra education might help them get hired in the first place, or help them get promoted, and higher pay would come with a promotion.

Possibly. Some departments pay more for officers with higher education, though the greater monetary opportunity for people with advanced degrees is usually as federal or private security employees.

Having said that, some police departments tend to not hire those with higher education because data shows that most of these people do not last long as police officers. (The job is rather tedious and those with advanced degrees tend to leave quickly as they find the job to be non-challenging.)
