I was just at Michael's craft store and they had many miniature ornaments there. Some were just tiny balls, but others were miniature figurine-like ornaments. Hallmark also has sets of mini ornaments, but they tend to be kind of expensive.

Michael's or A,C.Moores is your best bet to find what you are looking for. You mentioned a preference for hanging ornaments. They sell tiny-weeny hanging ornaments that hang on a tree that is about 8-10" tall. They are really cute.

Actually, any place that sells ornaments should have miniature ones--more people have smaller trees nowadays, so they need ornaments to fit. Target has some really cute licensed ones. ('cause what's cuter than Hello Kitty? Mini Hello Kitty!)

Go to www.ltdcommodities.com the have a lot of things for a cheap price and even though they say you have to be a business to order from them that is not true, and a plus is that you can by now and pay later without a credit card or checking account.
