why did France have to give up all territory taken over by Napoleon when the congress of vienna started?

In Vienna they decided to return all borders like they were before Napoleonic wars. They also returned all kings back to their positions. All Napoleon's kings were removed from their positions.

The other Nations didn't defeat Napoleon just so France could keep everything Napoleon conquered.
