Also how old do you have to be to start a private school, is there laws? Even if you have an administrator to run the school, could I start one on land I have bought?

Yes.

You might have trouble finding someone to sell it to you, though, because as a minor you can't be held to your contract, and can change your mind at any time until you hit 18 and demand your money back.

A person under 18 cannot make a legally binding contract in any of the fifty states. There would need to be a third party to represent them until they reach 18.
