I have two questions:
1. Which is better/ works faster? Intel celeron D 331 (3.0Ghz) LGA775 533Mhz FSB 512KB L2 cache OR Intel Dual Core E2140 (1.60Ghz) LGA775 800Mhz FSB 1MB L2 cache?
2. Is there a motherboard that can support single core and dual core one at a time or both at the same time.

E2140 is pretty fast because it uses Core 2 technology. It is quite comparable to the Pentium D935 (3.0Ghz dual core).

E2140 really shines when overclocked to >2.5Ghz.

The Intel E 2140 is way better but its better to get a processor with 1060 or 1333 FSB and 4 MB cache. Check the Intel processor list.
Q2
Mother boards only accept one CPU at a time so try and get the best you can afford, Core 2 CPU;s are the way to go or Quad core. Pentium D CPU;s are good but the core 2 is newer technology and its best to keep ahead if you can when you upgrade. Have fun

1. Dual-core better. Celeron processors are the budget ones.
2. No, usually if it can support more than one processor, they must be the same, or at least be the same socket type, which Dual-cores have different sockets than Single.

I would avoid the celeron. It only accesses memory at half the rate, hence the reason for it being less expensive.

Dual core is better.
