"poor" means different things to different people....
Poor to someone might be just right for others. It is true Cuba has a US embargo on it. Meaning the US tries--- not to spend any money paying Cuba for anything. (Although US companies do sell food stuffs and other things to with Cuba.)
Also there's a US-based law called the Helms-Burton Act which criminalises companies in other countries that trade with Cuba.... So for example there's a number of companies in Canada and most other countries of the world that have no embargo on Cuba... Now, if the USA knows *specifically* that a certain "Acme Company" in a certain spot around the world is for sure trading or doing business with Cuba the Helms-Burton Act gives the United States government the ability to place the US-Cuba embargo also on that certain company from trading with the USA.... So there's numerous companies for example around the world (that trade with Cuba) and are barred from trading with the USA....
Basically the act is supposed to force global pressure on Cuba too and keep (for example) US companies from just moving a part of itself out of the United States to trade with Cuba anyway....
Now in Cuba, and other parts of the Caribbean people have a well developed sense of what is necessary vs. what is just nice to have. So you'll see for example Cubans not wasting money on say a $600 i-phone that really doesn't do anything for them. (It is just a Status-symbol to other places.) Some may call that "poor" others in Cuba or elsewhere will say their regular free Nokia will do just fine for what they need (answer and receive calls.). My grandmother for example in Barbados she prefers to wash clothes by hand in her bathroom. We purchased her a washing machine and drier and everything to put in the bathroom. and Microwave for the Kitchen... She has a Solar hotwater heater on the roof so she doesn't have to pay to heat water etc...
Now based on her style... She wont use them (just the solar hotwater heater.) She says the Washer wastes way too much water vs. "what she can do with her strong hands" and she "only likes to wash a few things at a time..." For her a washing machine is considered a waste. The Microwave she says she thinks "cause cancer..." and refuses to put her food in it....
Yet, for Americans. If you don't have those things you're considered "poor". So it depends on who you're talking to about "rich" and "poor". Some people are content with *enough* just to do what they need to do to survive. Everyone doesn't always want the newest $200 sneakers, and $8000 flat-screen TV just because it is out there and they can buy it on credit, so it depends. Many in Cuba are content and even if you raised the embargo many Cubans would probably be turned off by the cheap quality of most consumer goods today. Stuff made now-a-days is only designed to last just outside of some warantee timeframe... Vs. stuff made 100 years ago or so that was made to last as long as can be.

According to the UNESCO standards , a country where the population earns less than
1 dollar per day is extreme poor.
The average salary in Cuba is 15-20 dollar/month....less than 1 dollar per day.
Having said this, you have to take in account , the free social benefits, free education, free medical care, a pension ( does not exist in many develloping countries) a ration booklet named "libreta". In the latest rapport from UNESCO M.Ziegler stated that everybody was well fed. Cuba survives by the tourist industry and the money sent from abroad by family and friends. They don't like it if you say that Cuba is a develloping country, but it is the truth.

poor. actually i can make a lot of money from tourism because it is a very scenic and beautiful country. but when Fidel Castro took control of the country and turned it into a Communist nation, it has restricted the entries of foreigners. it was doing rather well in the beginning and the country produced a lot of sugar and sold it to the Soviet Union. But after a while, the Soviet Union stopped buying sugar from them and Cuba sank into poverty. Cubans still drive cars from the 70s, but trust me its not because they like it but because they are rather poor.

the US has a trade embargo with Cuba so we can't "buy" anything from them legally. Thats why people are always looking for Cuban cigars!!!
Heres somethings I found online.
Cuba’s main exports were sugar, nickel, tobacco, fish, and citrus. I was rather surprised to learn that medical supplies have become an important Cuban export.
Sugar is Cuba’s overwhelmingly most important export.
