I think that if the parent doesn't know about it, then there is no "parental responsibility". When I was a teenager, I went out and did many things...illegal drugs, driving without a license, underage drinking....and my parents honestly had NO CLUE. If the parents are dropping their children off at school, and the child waits until they are gone, and then takes off somewhere else, how on earth can the parent be held responsible?
As for the gun situation, I think that guns should be put in a safe when there are children of any age in the home. That's my stance on that. If there is a random gun lying around that a teenager can get ahold of to go kill someone, then yes, I think there should be charges brought upon the parent as well (negligence of some sort, perhaps?)
And if they choose to move out, the parents can have them brought home if they are a minor. If the parents allow them to move out when they are still a minor, and the child is just doing what the heck they want, then yes, the parent should be charged because legally the child should still be in their care.
I think parental responsibility really just depends on the circumstance. If there is something that a parent can prevent, and they make no action to prevent it, then yes, I think that in some way they should be held legally accountable. However, if they have no clue about something that their child is doing, then how can they be held responsible?

The parents are responible for the child until the age of 18. After that all bets are off and the child is responible. But in the case of a child shooting someone that child should be put in jail. There are all kinds of questions and what ifs that go along with a question like yours.
What if the gun was locked up and the child broke into the lock case?
What if the parent took the child to school every day but the child walked away after the parent left?
What if the gun wasn't locked up? That's illegal in some states. Maybe all I'm not sure though.
There are a million and one things that could go wrong and it's up to the courts to decide who is more responible the child or the adult, or both.

The parent is responsible. If the child cannot be controlled, it's time for a psychyatric hosp, boot camp or juvie. If my child is going to do something and I can't control the child, I'm going to put the child someplace where I'm not responsible for their behavior.

I seriously hope your not doing any of that stuff, not that I am accusing you or anything.
My intake is that if the kid does any illegal or wrong doing it is the parents responsibility as the parent to step up and take care of their kids.
