CNN was founded and is still headquartered in Atlanta, GA. That is well South of the Mason Dixon line. It's broadcast everywhere just not watched everywhere.

It's probably really just a mental block. Look through your list of channels on the guide channel. If it's not there, you can certainly upgrade for $10 or so. You are also bound to get a few channels you like with the upgrade.
