I would say a mix between A and C. There is a little bit of Ego going on between the countries trying to prove they can do one better than the other in regards to space flight. However, with an increasing population it is natural for us as humans to want to explore uncharted territory to expand our race, and to find more resources we need to survive once ours are depleted. We need to find new land to accomodate our ever growing population. It's also a natural curiosity for us to explore the unknown. There is a reason they call space the final frontier.
