Yea, Jamie Oliver's cookbook for you mum. It's only £10 at the moment but it's RRP is £25 so she'll think you've dished out a fortune.
For your sister, family guy season 5. You'd find it in HMV or Virgin for about £20-25, but you can get it online for a £10, and it's about £12 in Asda + Tesco.
I'm not entirely sure about your dad's present but chocolates can never go a miss, can they?
I don't think your cat will be too judgemental about what you get him/her.

What are their interests and hobbies? What are the little luxuries that they love? Check out www.gifts.com for some ideas and you can set a price limit.
It's not cheap if it is thoughtful and comes from your heart.
Don't succumb to the pressure. Don't worry about finding the perfect gift. (easy to say of course) Don't go broke in the process. Don't listen to what anyone else says. Let them judge. They will anyway. You won't likely win no matter what you do.

pay for you and your three guy friends to go to an awesome concert/show or event that you're all into (sports, comedy show, etc).
buy your mom a gift certificate for a spa treatment, whatever seems the best for her (manicure/pedicure, massage, etc)
maybe do the same for your sister if she's old enough.
for your dad, get him something that has to do with one of his hobbies he likes to take part in when taking a break from work. I find that dad's really value their non-work related hobbies since most of the time they're the main income source in the family. If he plays any sports, get him a new piece of equipment or gear. If he likes to cook, get him a nice cookbook or a grill set. Think of something that he'd actually be able to use or enjoy in his free time.

Gift cards. Always a great idea, and even 20 dollars is a great gift.
Books, most people read (excluding rednecks, and some foreign folks)
Books are cheap, you can buy great books, about nothing, just humor, for only a few dollars.

Try buying gifts that are not very expensive but still have sentimental value for your parents and your cat. Or maybe if you are a crafty person you can make something, nothing big or major like picture collages or something that they can cherish. For your friends maybe try getting them shirts, or sweaters or something they will use, shop around you can find good bargains out there.

The best gift I got my cat was go to the lake and gather some duck's feathers, tie them together at the end of a rope...sometimes, the best gifts are the ones that you did yourself. They cost less but show that you care more. Especially about your mom and dad...they don't care how much money you spend but they care how much time and thought you put into your gift. Like the best gift I got from my sons was not about the money but the love...I got a handwriting coupon book (like this coupon is good for one game of Chess...)
For your sister, buy any jewelry...girls always like that.

yeah, you're dad would probably like it, but if i were you i'd get him something different since he already has tivo. what is "cheap" to you? it's different from person to person. gift cards are always good. and there's always the after thanksgiving day sales. you can get cds or dvds for them for real cheap. i'll be there to get at least some of my christmas shopping done! and for your cat, get catnip or one of those stick things with the string and feathers tied to it or something.

Go to a used book store and find some interesting books. Even if the recipients don't read, they might enjoy art or photography books. Get your cat some catnip. It gets them high.
