I have mulitple neopolitan angels and a nativity scene. The finish on the clothing is fabric (not paper) but is finished off and feels like paper mache. What is the term used for this treatment of fabric?

I think it's just decoupage.

by definition, decoupage must include cutting out, and this doesn't.

That fabric is "draped". It may have been immersed in a stiffening solution *first*. This would be similar to what is often done with cotton doilies and starch. They're not traditionally coated afterward. If the fabric had been stretched tight, if would have been "blocked".

The terms montage and assemblage come to mind for the individual angels, but neither term defines the treatment of the fabric.
