If you are talking about halide salts, then water would be better due to its polar nature.

Just remember like dissolves like. If you are talking about halide salts which are polar, your best bet is water. If you are talking abou actual halides- Br2, I2, etc, you need to go with trichloroethane.

Assuming you mean metal halides like NaCl abnd MgBr2, the answer is more soluble in water. Water will better solvate metal and halide ions, whereas TCE will not.
